Consulting Team
The senior consultants and associates of TEMN have all been closely involved with Jamaica's private and public sectors, and have been pivotal in the development of the country's environmental policy. Three have been past executive staff members of the Natural Resources Conservation Department (NRCD), precursor to the Natural Resources Conservation Authority (NRCA), the major Jamaican agency responsible for environmental management. The combined team brings more than 50 years of experience in working together on complex multi-disciplinary environmental studies of national significance and is committed to providing quality services by adhering to the principles of sound environmental management.

  • PAUL M. CARROLL, M.SC.

    Paul M. Carroll is a pioneer in the field of environmental chemistry in Jamaica and holds a postgraduate degree for his work on the pollution chemistry of the Rio Cobre.

    Mr. Carroll has over thirty years experience in environmental management. As a former Director of the, Natural Resources Conservation Department, Government of Jamaica, he was responsible for setting up the environmental chemistry laboratory at that agency as well as implementing the island wide water quality monitoring programme. In his capacity as Principal Director he was responsible for administration of, the Watershed Protection Commission, the Beach Control Authority. His duties also included functioning as a deputy on-scene commander, National Oil Spill Contingency Plan. Mr. Carroll shared the responsibility for preparation of the first Government of Jamaica/USAID Jamaica Country Environment Profile (1987). More recently, he was a part of the USAID/TSS/DEMO project team assisting the NRCA in the formulation of national policies for key coastal resources. He is presently responsible for all environmental chemistry studies carried out by Technological and Environmental Management (TEM) Network Limited.
