PAUL M. CARROLL, M.Sc.

Mr. Carroll was the first person to be awarded a post-graduate degree in the environmental chemistry discipline by the University of the West Indies (UWI), for his thesis based on a case study of the assimilation of organic waste by a Jamaican river system (Rio Cobre). He is a former Actg. Principal Director of the Natural Resources Conservation Authority where he was responsible for setting up the environmental chemistry laboratory.

Mr. Carroll's extensive experience includes environmental impact assessment and audits, compliance monitoring (Air/Water) and environmental policy development. He is a member of the Center for Development of Enterprise (CDE) team of consultants implementing environmental management systems (EMS) in a cluster of Jamaican small and medium sized enterprises (SMEs), representing a range of industries.


PIERRE R. DIAZ, B.Sc.

Mr. Diaz holds a degree in Physical Oceanography from the Florida Institute of Technology (1983) and is one of Jamaica's leading Oceanographers. A former resident Oceanographer at the Natural Resources Conservation Authority (NRCA), he served as Technical Advisor to the Beach Control Authority, and was responsible for implementation of the National Coastal Erosion Programme. Mr. Diaz is a private coastal engineering consultant who specializes in the design and installation of coastal engineering structures used for beach creation and stabilization purposes, as well as the assessment of site-specific coastal developmental potential. He has extensive experience in coordinating oceanographic surveys, specializing in the tracking and prediction of ocean currents. This information was vital to assess the impacts of projects such as the Installation of the 72MW Power Barge at Old Harbour, and Maintenance Dredging at Port Esquivel. Projects completed include the expansion of the beaches at the Franklyn D. Resort in Runaway Bay, and Golden Seas Beach Resort in Oracabessa. He contributes to TEMN, years of practical experience in the design and implementation of coastal development, coastal management programmes and oceanographic data collection and analysis surveys, including numerical hydrodynamic modeling.


PETER M.H. GAYLE, B.Sc.

A Marine Ecologist by training, Mr. Gayle spent several years with the Natural Resources Conservation Authority (NRCA) as a Research Ecologist in the Aquatic Resources Division. Currently, he is the Principal Scientific Officer at the Discovery Bay Marine Laboratory - a research/teaching institution of the University of the West Indies. In this position he oversees the scientific aspects of the Lab's operations and is the local Site Director for a regional CARICOMP monitoring program. This ongoing project is aimed at developing an international database for the three major marine ecosystems - reefs, seagrasses and mangroves. He also administers the Laboratory's air & mixed gas diving program and combines technical and paramedic training to operate the island's only recompression chamber for the treatment of SCUBA diving accidents. His expertise provides the team with 15 years of experience with a variety of environmental and commercial services such as Biological Marine Surveys, Ecosystem Restoration and Management, and Seafloor Surveys. Other associated skills relate to Open and Closed Circuit Mixed Gas Diving, Remote Video Scanning and Still Photography, Marine Co-ordination, Search and Recovery Missions, Light Salvage, Security Inspections and Surveys of docks, ships' hulls, cooling systems and propulsion gear.


DONOVAN K.B. ROSE, M.Sc.

Mr. Rose holds a post graduate degree in Geochemistry with Water Chemistry. He is a former Acting Principal Director of the Natural Resources Conservation Authority (NRCA). He was also Director of the Aquatic Resources Division and of the Resource Management Division of that organisation. In this position he had direct responsibility for the management of the island's wetlands (mangroves), water quality and coastline. In addition, he was responsible for the Environmental Impact Assessments carried out by that department. Mr. Rose has over thirty years of experience in environmental management, and has been a private consultant for over eighteen years. He contributes to TEMN extensive experience in Environmental Management, Assessment, and Monitoring. Mr. Rose is currently the CEO of this company.
